Mindy Brenay is the Chief Financial Officer at Orlando Utilities Commission (OUC—The Reliable One), the 14th largest municipal utility in the United States.

She is responsible for OUC’s financial planning, treasury services, accounting services and fleet, facilities and logistics operations. Under Ms. Brenay’s leadership, OUC has undertaken an extensive and successful effort to improve its procurement process.

Before joining OUC in 1998, Ms. Brenay worked for Deloitte & Touché as an audit manager. Throughout her career, she has worked in a variety of finance-related positions, including consultant, tax preparer and financial manager.

Ms. Brenay is a certified public accountant in Florida and a member of the American Public Power Association. She serves on the board for the Central Florida Coalition for the Homeless and has previously represented the APPA on the Governmental Accounting Standards Advisory Council.

She earned a bachelor’s degree in business administration from the University of Maryland and a master’s in accounting from the University of Central Florida.
