OUC Selects Chris McCullion as New Chief Financial Officer (CFO)

Orlando, FL Chris McCullion has been selected to replace Mindy Brenay as Chief Financial Officer (CFO) for the Orlando Utilities Commission (OUC) effective March 4, 2024. Last year, OUC initiated a national search to fill the CFO role after Brenay, CFO, announced her retirement.

“Chris is an established and well-respected financial leader in our community, having spent the last eight years as the CFO at the City of Orlando helping to ensure the City maintained its strong bond ratings,” said Clint Bullock, OUC General Manager & CEO. “I look forward to working with him as OUC continues to meet the growth of our community while maintaining affordable rates.”

McCullion joins OUC with nearly 25 years of financial leadership experience. As the City of Orlando’s CFO, he led a team of 300 employees across nine divisions including all financial operations, information technology, procurement, risk and real estate management and fleet and facilities management.

At OUC, McCullion will serve as the organization’s strategic financial leader. In addition to the financial responsibilities including the day-to-day responsibility for planning, managing and ensuring policy adherence for all financial activities, he will lead the organizational support services activities of strategic sourcing and logistics, which include fleet, facilities and material fulfillment operations.

“I am passionate about the success of Central Florida and committed to ensuring a bright future for its residents,” said McCullion, “As OUC takes the next steps on its strategic and clean energy plans, I will work collaboratively and diligently for solutions that balance sustainability, reliability, resiliency and affordability.”

McCullion previously held several community roles including serving on a variety of boards and committees locally and at the state level. He currently serves on the board of directors for the Orlando Credit Union; Dr. Phillips Center for the Performing Arts; Holocaust Memorial Resource & Education Center of Florida; Zebra Coalition; Strengthen Orlando; and on the board of trustees for Orlando’s Employee, Police and Firefighter’s Pension Plans.

McCullion holds three degrees from the University of Florida: a Bachelor of Arts in Political Science; a Bachelor of Science in Business Administration in Finance and Economics; and a Master of Business Administration. Additionally, he is a graduate of the Bloomberg Harvard City Leadership Initiative.
