Solar Installer Information

At OUC, we want to make sure our customers have a positive solar experience. Having a good relationship with the installer is an important part of that experience. In this section, there are Photovoltaic and  Solar Thermal checklists for the contractor to follow to ensure successful participation in OUC’s Solar Programs.

Contractor Requirements

Solar Contractor Requirements for Preferred Contractor Network

• Ability to service OUC's territory which includes the City of Orlando, a portion of unincorporated Orange County, and the City of St. Cloud.
• Contractor will contact the customer within one (1) business day after being solicited.
• A minimum of three (3) years experience as a Contractor related to the respective discipline of expertise.
• Contractor and/or subcontractor personnel who perform work in connection with this contract shall meet the requirements of OUC's drug policy.
• Contractor and/or subcontractor personnel shall have statewide criminal and employee background check procedure as part of their company policy.
• Contractor shall have adequate means of communication necessary to perform all aspects of the program including:
  • Office Phone
  • Cell Phone/Pager
  • After-hours Contact Numbers
  • Email
  • Facsimile (Fax)
• Contractor shall be licensed as required by the city, county, state, and/or federal government to perform this type of work
• Contractor shall comply with all local, state, and federal regulations – environmental or otherwise.
• Contractor shall furnish a copy of the insurance certificate for all insurances required in the Basis of Contract prior to starting any work and mail it to: Orlando Utilities Commission, Attention: Risk Management, 100 W. Anderson St., Orlando, Florida 32801. A copy should be included as indicated in the Submittal Format section of the bid. Contractors shall be responsible for maintaining a current insurance certificate for all insurance required by OUC.
• All Contractor vehicles must have their company logo displayed in a conspicuous location.

Solar Installers - Photovoltaic (PV)

Solar Contractor Checklist for PV Systems and Supporting Documentation

• Provide quote/proposal to the customer.

• If applicable, have the customer call the Orlando Federal Credit Union to apply for a low interest loan (residential customers only).
• Assist customer in submitting the required paperwork to OUC’s Renewables Department. To see paperwork required, visit the “ How to Apply” section of this site.
• Pull required permits from designated jurisdiction.
• Install system with the OUC required electric meter base.Contractor/customer pulls required permits and completes inspection.

• Complete final permit inspection with designated jurisdiction.
• Contact OUC’s Renewables Department confirming metering equipment has been installed, and provide permit number. OUC will verify final permit inspection online.
• Attend OUC inspection. We recommend being present at the time of inspection if this is your first time installing a PV system in OUC’s Service Territory. It can help answer any questions we have on-site and expedite the inspection process for the customer. (Optional)

• OUC completed and approved the solar system inspection, installed the electric meter, and exchanged the existing house meter for a bi-directional meter.
• Customer starts receiving monthly credits on the OUC bill.

Solar Installers - Thermal

Solar Contractor Checklist for Thermal Systems and Supporting Documentation

• Provide quote/proposal to the customer.
• If applicable, have the customer call the Orlando Federal Credit Union to apply for a low interest loan (residential customers only).
• Assist customer in submitting the required paperwork to OUC’s Renewables Department. To see paperwork required, visit the “How to Apply” section of this site.
• Pull required permits from designated jurisdiction.
• For Commercial Solar Thermal Systems: Notify OUC of the size of meter required for your project. Some meters have a long lead time. 
• Pick up the BTU meter at OUC’s Electric Meter Shop.
  • OUC provides the BTU meter to the solar contractor to be picked up at our Electric Meter Shop at 5997 Pershing Ave, Orlando, FL 32822. If it’s the first time installing a BTU meter, contact the Meter Data Department at 407.434.4063 to set up brief training session at the time of pick up. OUC will not release the BTU meter unless all required paperwork is received. Allow 24 hours for processing. Note: wire runs from the temperature sensors to the BTU Meter must be equal in length and less than 50’
