  • Dominguez Arlen Joins OUC Board of Commissioners

Central Florida business leader Maylen Dominguez Arlen has been elected to OUC’s board of commissioners.  Dominguez Arlen will serve the unexpired term of Tico Perez, a long-time commissioner who resigned his post in order to serve on the state university system’s board of governors.

Dominguez Arlen brings a wealth of business experience to the board.  As director of development and a building contractor with her family business, Homes by Carmen Dominguez, she is involved in land acquisition, design and development of commercial and residential projects.  Her past collaboration with the University of Central Florida and the Florida Solar Energy Council to create innovative home designs that incorporate photovoltaic panels, cisterns that reuse rainwater and green roofs that aid in storm water retention will provide the commission with additional subject matter knowledge that will be relevant to its renewable energy efforts.

Dominguez Arlen earned a bachelor’s degree in literature from Yale University and a master’s degree in fine arts from the University of Southern California.  She is co-founder of the Orlando Film Festival and a director of the Lisa Merlin House, a nonprofit organization dedicated to creating a safe place for women and children with drug addictions.

Dominguez Arlen joins Lonnie Bell (president), Katie Porta (first vice president), Tommy Boroughs (immediate past president) and City of Orlando Mayor Buddy Dyer on OUC’s governing board.

Plans for New OUC Headquarters Move Forward

In a move that will lead to the replacement of OUC’s 38-year-old administration building – and potentially alter Orlando’s skyline and commercial activity – OUC’s board of commissioners has given the green light to a $32.8 million downtown construction project.

According to Doug Spencer, Vice President of OUCustomer Connection, the building will be built behind the current OUC Administration building starting in early 2007 and should be ready for employees in the Fall of 2008.

The facility is projected to have street level parking for residential and commercial customers, one floor for customer service, a print shop, human resources, a three lane drive-thru for customer service, several floors for garage parking and several floors for offices.

Within this anticipated plan, the City of Orlando has requested that OUC incorporate into the design an extension of Boone Avenue to extend south through the property to Lucerne Terrace.

The City of Orlando also requested that an east/west building configuration be included in the design to accommodate the construction being done on I-4.

OUC considered refurbishing its current building and constructing a new garage, but rejected the option because of the high risk and cost involved.

OUC Makes Moves for the Future

The Reliable One has enhanced its ability to capitalize on future opportunities with the addition of a noted water manager and the promotion of two OUC staffers. Rob Teegarden has been hired as the new vice president of the water business unit while Denise Stalls and Clint Bullock have been promoted to vice president of environmental affairs and vice president of strategic planning, respectively.

The addition and promotions signal OUC’s continued commitment to planning ahead to work toward regional solutions concerning growth and the future of Central Florida’s water resources.

Teegarden comes to OUC from the City of Tampa, which operates the most technologically advanced water system in the state and has been at the forefront of alternative water supply development. In his role at OUC, Teegarden will oversee the operation of the three divisions of OUC’s Water Business Unit.

Prior to joining the City of Tampa, Teegarden worked for Orange County Water for more than 17 years, gaining extensive experience with reclaimed water. He is the incoming Chair-elect of the Florida Section of the American Water Works Association. Teegarden also is a Professional Engineer with more than 20 years of engineering experience and specializing in water resources and water facilities capital planning and construction. More about Teegarden’s qualifications and experience.

In addition to her environmental affairs duties, Stalls will be responsible for OUC’s disaster recovery efforts, while Bullock, whose former position was managing director of Customer Connection, will spearhead OUC’s strategic planning and vision for the future and development of a renewable energy portfolio.
